Who is the fellow in the colorful suit on the cover and p.20 of Superboy #65. ('...More Fun than FISH on BICYCLES! No...I can't Stay! Don't ASK, Don't TELL!' A name and brief bio would be appreciated.

The Odd Man, a Steve Ditko creation dating back to the DC Implosion. He's only had one or two appearances to date, and those on the order of 8-page stories in Detective.
